The Basics Bureau Henry Stark is an early childhood initiative serving children and families across a three county region stemming from the work of the Bureau Henry Stark Early Childhood Collaboration (BHSECC).

Who

The Bureau Henry Stark Early Childhood Collaboration was founded in 2025 as a regional initiative aimed at supporting families and addressing the gap in early childhood services and education in the region. The Regional Office of Education #28 serves as the backbone agency for the BHSECC.

Why

The Birth to Five Region 28 Regional Needs Assessment identified the Bureau, Henry, Stark county region as lacking access to high-quality early care and education services, family support services, and access to a variety of community services. We recognize that 90% of brain growth happens in the first five years of life making it a period of rapid growth and change. Children are learning to think abstractly, communicate, and understand how things work. Families as well as communities have a crucial role in supporting children throughout this stage of life.

How

Our mission is to unite early childhood professionals, parents, and community stakeholders to promote the healthy development of young children and ensure access to early childhood programs and resources for all children. The BHSECC works towards this mission through advocacy, community education, and support.

The Basics Bureau Henry Stark offers a range of valuable resources for families. Using a socio-ecological approach, the BHSECC strives to expand the reach of The basics across the region. You’ll spot engagement stations throughout the community to support families and caregivers in gaining valuable skills and knowledge for fostering early childhood development. Across the three- county region, The Basics will be available in libraries, early learning centers, health centers, community hubs, and other common gathering places for families.
